Learned counsel for the petitioner has not pressed this writ petition and seeks liberty to the Petitioner to approach respondent no.2 for redressal of his grievance and/or for the prayers made in the present writ petition. Learned counsel for the respondent has no objection for allowing the Petitioner to withdraw the writ petition and he submits that if the petitioner approach respondent no.2 as aforementioned, their all contentions be

kept open including the issue of limitation. Petition is disposed of as not pressed with liberty as prayed. All contentions of the parties are kept open. While granting the liberty we shall not be understood to have issued any specific direction to respondent no.2 and respondent no.2 shall deal with the petitioner’s representation in accordance with law.
The Petitioner to approach respondent no.2 within a period of four weeks from today. If the representation is made within the stipulated time, respondent no.2 shall deal with the same in accordance with law and after giving an opportunity of being heard to all concerned within a period of 12 weeks thereform.
