Heard learned counsel for the parties. Perused the petition.
At this stage, it is not necessary to entertain this petition, justice would be done by directing the respondentDepartment to frame proper show cause notice.
The respondent-Department to frame proper show cause notice with all material facts, particulars and documents, if any, to be used against the petitioner in support of the show cause notice affording an opportunity of hearing to the petitioner with advance notice.
Mr. Mishra submits that this order would be complied with within a period of six weeks.
After affording an opportunity of hearing to the petitioner a reasoned order may be passed. The action would be subject to result of the show cause notice.

In view of the aforesaid order, the petition stands disposed of. No order as to costs.
All the rival contentions are kept open.
