petition, promotion of Respondents Nos.2 to
23 to the post of Asst.Engineer is
challenged. In the absence of Respondents
Nos. 2 to 23 no relief can be granted to the
petitioner. Petition,therefore, has to be
dismissed for non-joinder of necessary
parties. Petition is, therefore, dismissed.
