. The respondent has filed an additional

affidavit. On going through the additional affidavit
of the respondent and particularly the order dated
29.1.1996 annexed to the affidavit as Exhibit II and
copy of the Central Government’s letter dated
17.12.1998 Exhibit-III and having considered the
decision of the Supreme Court in the case of Rao
Somashekara and ors. vs. State of Karnataka and
another, reported in AIR 1998 SC 97, we find that there
is no merit in the petitions preferred by the Union of
India. The same are, therefore, dismissed.
