1. The learned counsel for the petitioner has pointed

out that when the writ petition was filed, the

impugned order was already challenged by filing a
revision before the State Government. As the State
Government was not passing orders on the said
application, the present writ petition was filed. The
learned counsel for the petitioner then submits that
now the Minister has concluded the hearing of the
revision and the matter is closed for orders. In this
view of the matter, a prayer for withdrawal of the
writ petition is made. Prayer is granted. In the
