1.		Heard the	learned Counse	l for the par	ties. In
the	above,	the	Petitioner	is	challeng	ing		the	order
dated	27th	March,2	003 pas	sed	by		the		Settlement
Commission	.	There	is no	dispute	as	of	date	that	the
Settlement		Commission	had	subst	antially		proce	eded	with
the	above	mat	ter with	regard	to	the	final		disposal.
In	view	thereof,	we are	not	inclined	to	en	tertain	in
this Pet	ition	at thi	s belated	stage.		How	ever,	we	make
it	clear	that	the Petiti	oner is	en	titled	to	rai	se all
the	conte	ntions	raised	in this	Pe	tition,	be	fore	the
Settlement		Commission.		Under		the		facts	and

circumstances of the case, Writ Petition stands
