The learned counsel for the appellants has made their submission for some time. One of the submissions of the appellants is that the prosecution complaint has not been filed by the respondent within the prescribed period of time. According to him prosecution complaint should have been pending under sub section 3 of section 8 of this Act at the time of passing of confirmation order.
