Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased toissue an appropriate writ, order or direction, more particularly one in the nature of a Writ of Mandamus, declaring the action of Respondent Nos.1 to 3 in not providing the requisite edit option in the APCFSS portal to enable the Respondent University to generate the conditional affiliation orders in favour of the Petitioner College in conformity with its offline proceedings No.ANU/Affil/S2/VDC(A)/Narasaraopet/TA/2026 dated 11-06-2026, insofar as they relate to B.Sc. Honours Chemistry with an intake of 60 seats and B.Sc. Honours Cyber Security with an intake of 60 seats, and proceedings No.ANU/Affil/S1/Vagdevi DC (Autonomous)/Narasaraopet/TA/2026 dated 2907-2026, insofar as they grant enhancement of intake by an additional 120 seats in B.Sc. Honours Computer Science, an additional 120 seats in B.Com. Honours Computer Applications and an additional 60 seats in B.Sc. Honours Artificial Intelligence over and above the respective existing sanctioned intake, and in further failing to take necessary consequential action pursuant

to the University's communication dated 28-08-2026 to incorporate and reflect the said approved programmes and enhanced intake in the OAMDC portal for the academic year 2026-27, as illegal, arbitrary, unreasonable, contrary to the Andhra Pradesh Education Act, 1982, the Andhra Pradesh Universities Act, 1991, the applicable UGC Regulations and G.O.Ms.No.33, Higher Education (C.E.) Department, dated 08-06- 2026, besides being violative of Articles 14 and 19(1)(g) of the Constitution of India and consequently direct the permit the Petitioner College to admit students against the entire approved intake for the academic year 2026-27 IA NO: 1 OF 2026

Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased direct the 2nd Respondent, Commissioner of Higher Education to forthwith provide the requisite edit option to Respondent Nos.4 and 5 in the APCFSS portal, thereby enabling the Respondent University to generate the conditional affiliation orders in favour of the Petitioner College in conformity with its offline proceedings No.ANU/Affil/S2/VDC(A)/Narasaraopet/TA/2026 dated 11-06-2026, insofar as they relate to B.Sc. Honours Chemistry with an intake of 60 seats and B.Sc. Honours Cyber Security with an intake of 60 seats, and proceedings No.ANU/Affil/S1/Vagdevi DC(Autonomous)/Narasaraopet/TA/2026 dated 29-07-2026, insofar as they grant enhancement of intake by an additional 120 seats in B.Sc. Honours Computer Science, an additional 120 seats in B.Com. Honours Computer Applications and an additional 60 seats in B.Sc. Honours Artificial Intelligence over and above the respective existing sanctioned intake and further direct Respondent Nos.1 to 3 to incorporate and reflect the aforesaid newly affiliated undergraduate programmes and enhanced intake in the OAMDC portal and permit the Petitioner College to participate in the ongoing admission process against the said approved intake for the academic year 2026-27, Counsel for the Petitioner:

The petitioner is aggrieved by the inaction on the part of respondent No.2 in permitting the petitioner-College to participate in the webcounselling for B.Sc. (Honours) Chemistry with an intake of 60 seats and B.Sc. (Honours) Cyber Security with an intake of 60 seats.

The learned counsel appearing for the petitioner submits that the petitioner-College was granted affiliation by respondent No.3 for an intake of students into B.Sc. (Honours) Chemistry and B.Sc. (Honours) Cyber Security for the academic year 2026-27, vide proceedings dated 11.06.2026. It is further submitted that additional intake for B.Sc. (Honours) Computer Science, B.Sc. (Honours) Computer Applications and B.Sc. (Artificial Intelligence) was permitted by respondent No.3 vide proceedings dated 29.07.2026. The respondent No.2 is only a facilitator for conducting the web-counselling. It is submitted that respondent No.2 is not permitting the petitioner-College to participate in the webcounselling, though respondent No.3 has accorded permission and granted affiliation for the intake of students.

The learned Assistant Government Pleader appearing for respondent Nos.1 and 2, on receipt of written instructions, submits that no notification has been issued for the academic year 2026-27. When the University has granted affiliation and accorded permission for the intake

of students, respondent No.2 ought not to curtail the petitioner-College

from participating in the web-counselling.

Considering the submissions made and as the first phase of webcounselling has already been completed and the second phase of webcounselling is shortly to commence, there shall be a direction to the respondents to facilitate the petitioner-College to participate in the second phase of web-counselling for admission of students to the aforesaid courses for which respondent No.3 has granted permission.

With the above observation, the writ petition is disposed of. There shall be no order as to costs.

As a sequel, miscellaneous petitions pending, if any, shall stand closed.
