Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue any writ, order or Direction more particularly one in the nature of writ of Mandamus declaring the action on the part of the Respondents in not releasing the total bills amount worth of Rs.24,42,125/(Rupees Twenty Four Lakhs Forty Two Thousand One Hundred and Twenty Five only) with interest @ 12percentage p.a. as per the Judgment of this Hon'ble Court in W.P. No.19525/2021 (W.P. No. 10038/2021 and Batch) dated 05.10.2021 to the Petitioner till today even after execution of two works in the month of February, 2026 and thereby causing heavy loss with interest to the Petitioner's firm even though the works were completed within time as illegal, arbitrary and violative of Article 14, 16 and 21 of the Constitution of India and consequently direct the Respondents to pay the total bills amount of Rs.24,42,125/- (Rupees Twenty Four Lakhs Forty Two Thousand One Hundred and Twenty Five only) with Interest forthwith to the Petitioner's firm and pass

The learned counsel for the petitioner submits that the petitioner was entrusted with the works i.e., (1) Providing CC Roads and drains to Prajasakthi Nagar area in 43^rd Division, Circle-I area vide Agreement No.639/2025-26, dt.01.12.2026. (2) Providing new HDPE water supply distribution pipeline, interconnection work and UGD HSC connections to the households in Prajasakthi Nagar road in 43^rd Division vide Agreement No.890/2025-26, dt.10.02.2026.

It is submitted that the petitioner had completed the works entrusted to him and that the competent authority of the respondents had also approved the payment due and payable to the petitioner. The respondents have also recorded the progress of the works and the amounts due and payable to the petitioner in the M-Book. It is submitted that the competent respondent authority has certified the quality of the works completed by the petitioner and has also issued a Quality Control Certificate. However, the respondents are yet to release the amounts due and payable to the petitioner.

Heard the submissions of the learned counsel for the petitioner, the learned Government Pleader for Municipal Administration and Urban Development Department for respondent No.1, the learned Assistant Government Pleader for Finance and Planning for respondent No.2 and Sri S.V.S.S. Sivaram, learned Standing Counsel for the respondent Nos.3 to 5 Municipality.

During the course of hearing, the learned Standing Counsel appearing for the respondent Municipality submits that the works have been completed and that the petitioner has also submitted the final bills and the amounts due and payable to the petitioner have been duly admitted. It is submitted that further funds are awaited and that, soon after the release of the funds, the bills due and payable to the petitioner shall be cleared.

Recording the submissions, this writ petition is disposed of at the admission stage, directing the respondents to verify and release the payments due and payable to the petitioner as expeditiously as possible, preferably within a period of six (06) weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
