ORDER:

1. The present writ petition is filed by the petitioners, aggrieved by the inaction on the part of respondent No.2 in not releasing the Security Deposit amount of Rs.15,00,000/-. In this regard, the petitioners submitted a representation dated 19.12.2025, followed by further representations dated 22.01.2026 and 16.03.2026.

The learned Standing Counsel appearing for respondent No.2 submits that the petitioners are required to submit a No-Objection Certificate from respondent No.1, the Last Salary Sheet containing the details of the scale of pay and other particulars of all the faculty members and non-teaching staff, the status of the students, if any, studying in the institution, and the status of the faculty and staff, for processing the representations of the petitioners for release of the Security Deposit amount of Rs.15,00,000/-.

Considering the submissions made by the learned counsel appearing for the parties, respondent No.1 is directed to issue the appropriate NoObjection Certificate, as the petitioner institution has decided to close down its operations, and the amount lying with respondent No.2 is required to be released in favour of the petitioners. The petitioners shall comply with the other requirements notified by respondent No.2 by submitting the No-Objection Certificate issued by respondent No.1, the details of the last salary paid and other particulars of the faculty and

non-teaching staff, and the status of the students of the institution and faculty members, to enable respondent No.2 to process and release the Security Deposit amount of Rs.15,00,000/

4. The respondent No.1 shall issue the required No-Objection Certificate within a period of four weeks from the date of receipt of a copy of this order. The petitioners shall submit all the required documents within a period of four weeks thereafter. Upon receipt of all the required documents, respondent No.2 shall process and release the Security Deposit amount of Rs.15,00,000/- within a period of six weeks thereafter.

5. Accordingly, the writ petition is disposed of. There shall be no order as to costs.

As a sequel, miscellaneous petitions pending, if any, shall stand closed.
