MS No. 29 dated. 27-08-2016 despite sanction of funds by the Government under Application ID No. OV2018119696 dated 14- 01-2019 as illegal, arbitrary, violation of Principals of Natural Justice and unconstitutional and consequently direct the respondents to release balance 2nd installment of financial assistance of Rs. 5,00,000/- (Five Lakhs) to my son Dasari Lakshmi Narayana (Student) forthwith under Application ID No. OV2018119696 dated 14-01-2019 as per G.O. The present Writ Petition is filed questioning the action of Respondents in not releasing financial assistance of Rs.5,00,000/- (Rupees Five Lakhs only) (2^nd installment), sanctioned to the Petitioner (Application I.D. No.OV2018119696) under ‘Videshi Vidya Deevena’ Overseas Scholarship scheme, as illegal and arbitrary.

The Petitioner had applied for financial assistance under ‘Videshi Vidya Deevena’ Overseas Scholarship scheme for the academic year 2018-2019 and the same was allotted with Application I.D. No.OV2018119696. After due verification, Respondent-Authorities sanctioned Rs.10,00,000/- (Rupees Ten Lakhs only) in favour of the Petitioner for pursuing Master of Computer Science (Computing with Professional Placement) Course at University of Central Lancashire, Preston, Lancashire, United Kingdom (England) in two (02) installments. Later, the Petitioner had completed his Master of Computer Science (Computing with Professional Placement) Course and

Respondent-Authorities had released Rs.5,00,000/(1^st installment). However, 2^nd Installment (Rs.5,00,000/-) which was promised to the Petitioner was not disbursed to him. Hence, the present Writ Petition is filed.

Learned Assistant Government Pleader for Social Welfare submits that the application of the Petitioner would be considered and amounts would be sanctioned, if the Petitioner is within the conditions specified, for release of the amounts.
