annual recognition granted to the Petitioner Association for the year 2025 vide proceedings bearing Lr.No.SAAP/NSDC-2011/RAR/APFA/3011279/2025 dated 29.10.2025 as arbitrary, illegal, dehors powers, colorable, capricious, whimsical, contrary to National Sports Development Code, 2011, violative of the principles of natural justice, opposed to the doctrine of lis pendens and sub judice and Articles 14, 19(1)(g) and 21 of the Constitution of India and consequently set aside the proceedings bearing Lr.No.SAAP/NSDC2011/RAR/APFA/3011279/2025 dated 29.10.2025 and direct the Respondents to forthwith restore the recognition and renewal granted to the Petitioner Association vide proceedings dated 27.10.2025 and permit the Petitioner Association to continue to function as the recognized State Football Association, and to pass

The Court made the following Order:

Heard the submissions of Smt. Avanija Inuganti, learned counsel for the petitioner, learned Government Pleader for Sports and the learned Standing Counsel for the respondent No.2 - SAAP appearing for the respondents. With the consent of both the parties, the writ petition is disposed of at the stage of admission.

The grievance of the petitioner is that the respondent No.2 vide proceedings, dated 27.10.2025 has granted renewal of recognition for the year 2025 upto 31.12.2025 subject to outcome of the orders if any passed by this Court. However, immediately on 29.10.2025, the order impugned came to be passed revoking the recognition granted by the petitioner Association vide proceedings, dated 27.10.2025.

Smt. Avanija Inuganti, learned counsel for the petitioner argues that the respondent No.3 vide proceedings, dated 26.09.2025 has granted permission to the petitioner to host Dr. Talimeren AO Junior Girls’ National Football Championship 2025-26 (Tier 1), scheduled to be held at Ananthapuram from 14.11.2025 to 03.12.2025. In such a situation, the impugned order which is passed without hearing the petitioner and without issuing any notice, referring to a complaint filed by some third party, would not allow the petitioner to host the National Championship, which is a matter of great pride.

On the other hand, learned Standing Counsel for the respondent No.2 – SAAP while not disputing the fact of non issuance of the notice before passing of the impugned proceedings, has argued that the order has been passed pursuant to a complaint received, against the petitioner.

Having regard to the contentions advanced, this Court deems it appropriate to dispose of the Writ Petition by setting aside the impugned proceedings, dated 29.10.2025 passed by the respondent No.2, granting liberty to the 2^nd respondent to pass appropriate orders in accordance with law on the complaint alleged to have been received by it against the petitioner, after affording sufficient opportunity to the petitioner.
