The Court made the following ORDER:

This Writ Petition has been filed questioning the action^of respondent Nos.4 and 5 in not considering the representation^of the petitioner dated 26.07.2025, submitted for correction of particulars of his parents name in his school admission register, SSC certificate and Intermediate Certificate by enclosing copies of his birth certificate, Aadhar card, prior school^{recordsandhis} brother’s SSC certificate.

Case of the petitioner is that in his SSC Certificate issued in May 2018, his parents’ names were wrongly recorded as ‘Nannapaneni Rama Rao’ instead of ‘Nannapaneni Srinivasa Rao’ and ‘Nannapaneni Sujatha’ instead of ‘Nannapaneni^Sridevi’ and the same was also reflected in his intermediate Certificate. Petitioner further states that the error in the SSC certificate originated during his admission to Sai Vikas High School, Chilakaluripet in 2015 for Class VIII. His mother passed away, when he was approximately 3 years old, leaving his^fatherand due to financial and emotional hardships following^{hismother’s} demise, the petitioner’s maternal uncle namely Singu^RamaRao and his aunt namely Singu Sujatha took responsibility^for his upbringing and education and they facilitated his admission^toSai Vikas High School. During admission process, the names^ofhis maternal aunt (Singu Sujatha) and uncle (Singu Ramarao)^were inadvertently recorded in the school admission register^as his parents and the School authorities failed to verify those particulars against his birth certificate or prior school records, resulting in erroneous entry of his parents’ names^intheschool records. This error was subsequently carried over to^theSSC

database maintained by 3'"' respondent, leading to^theissuance of incorrect SSC certificate in 2018 and Intermediate Certificate in 2020. Petitioner discovered the said error during the^admission process for his MBBS Course at Guntur Medical College. In connection with that, he made several representations and last one dated 26.07.2025 to respondents 4 and 5 for correction of the names of his parents in the said certificates, by enclosing copies of his birth certificate, Aadhar card, prior school records and his brother’s SSC certificate. But, so far no action has been taken by them. Hence, he filed the present Writ Petition.

Heard learned counsel for the petitioner and learned Assistant Government Pleader for School Education.

Learned counsel for the petitioner submits that the right to have accurate particulars, including the names of parents, in educational certificates is integral to the identity, dignity and ability of the petitioner to pursue his chosen profession as held by the Hon’ble Supreme Court in Jigya Yadav (Minor) (Through Guardian/Father Hari Singh) v. Central Board of Secondary Education\ and this Court in WP No. 13940 of 2022 decided on 16.03.2024. He further submits that the facts of the present case are strikingly similar to the facts in WP No. 13940 of 2022, wherein this Court directed corrections to the petitioner’s SSC Certificate based on a birth certificate and sibling’s records, citing an inadvertent error caused by the involvement of an illiterate maternal uncle.

Learned Assistant Government Pleader, on written instructions, submits that the representation has not^beenmade by the petitioner in a proper way. According to him, the representation has to be forwarded through 5**^ respondent.

Merely because the representation has not been forwarded through 5*^ respondent, no prejudice would be caused to the respondents in passing orders on the representation made by the petitioner herein. Not forwarding the representation through 5th respondent can be considered as a technical aspect.

Irrespective of the same, basing on the ratio laid down by the Hon’ble Supreme Court in Jigya Yadav’s case (supra)^and following the orders passed by this Court in similar Writ petition No. 13940 of 2022, dated 16.03.2024, the respondents are directed to consider the representation dated 26.07.2025^made by the petitioner herein and pass appropriate orders thereon, in accordance with law, within a period of four (4) weeks^fromthe date of receipt of a copy of this order.
