Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a writ, order or direction more particularly one in nature . of Writ of Mandamus declaring by the inaction on the part of the respondents in paying bills for an amount of Rs. 15,62,000/- for the works executed by the petitioner by work name (1) “RestorationofTalakonikunta near Kothapalli (V) in Chinnamandem Mandal of YSR District” vide Agreement No.668 silt/ 2017-18, dated 08-12-2017, DR No.669/2017-18 for an amount of Rs.9,62,000/- and (2) “Restoration of Konreddikunta near Kothapalli (V) in Chinnamandem (M) of YSR District” vide agreement No. 134 silt / 2018-19, dated 15-10-2018 with D.R.No.134/2018-19 for an amount of Rs.6,00,000/-, as arbitrary, illegal, contrary to the settled legal position apart from being voilative of fundamental rights guaranteed to the petitioner under Articles 14, 19 and 21 of the Constitution of India and consequently direct the respondents to pay an amount of Rs. 15,62,000/- for the works executed by the petitioner by work name (1) “Restoration of Talakonikunta near Kothapalli (V) in Chinnamandem Mandal of YSR District” vide Agreement No.668 silt/ 2017-18, dated 08-12-2017, DRNo.669/2017- 18 for an amount of Rs.9,62,000/- and (2) “Restoration of Konreddikunta near Kothapalli (V) in Chinnamandem (M) of YSR District vide agreement No. 134 silt/2018-19, dated 15-10-2018withD.R.No. 134/2 018-19 for an amount of Rs.6,00,000/-.
