Learned Government Pleader submits that in pursuance^oftheorder dated 23.03.2011 passed by the Andhra Pradesh Administrative^Tribunal in O.A.No.178 of 2010, the 1 St respondent has issued a Memo No.14021/22/2018 Services-ll SECT, dated 22.04.2019, to count the services of the petitioner from the date of other candidates who were appointed i.e., 02.11.2005 and the monetary benefits shall be allowed only from the date of

his actual appointment i.e., 04.05.2009. In turn, the Commissioner of School Education, issued proceedings vide Rc.No.408/Estt.111/2018, dated 24.04.2019, directing the District Educational Officer, Guntur to take immediate action as ordered by the Government and report compliance. In turn, the District Educational Officer issued proceedings vide Rc.No.4935/A6/2018 dated 25.04.2019 and instructed the Head Master, ZPHS, P.P.G.Palem, Nagaram Mandal to fix the pay of the petitioner by taking into consideration his appointment from 02.11.2005 along with other candidates recruited in DSC 2003, but the monetary benefits shall be allowed only from the date of his actual appointment i.e., 04.05.2009.
