As per Rule 24 of A.P.Civil Service Conduct Rules no government employee shall bring or attempt to bring any extraneous influence to bear upon any authority for the furtherance of his interest. Further the petitioner failed to attend the duty at Jammalamadugu though the EE, Kadapa directed him to report before Dy.EE, Proddatur and take charge of Jammalamadugu Section vide order dated 23.01.2021. The period from 24.01.2021 to 02.03.2021 was treated as unauthorized absent. Therefore he is not entitled for wages for the period of his unauthorized absence. Pending a decision on how to treat the period of absence issue of Last Pay Certificate from Kadapa to Kurnool the drawal of salary was delayed. Since the Last Pay Certificate issued by the E.E, Kadapa the salary in favour of the petitioner is being drawn for the period from March to June-2021. The salary for the absence period of February 2021 will be paid later after the petitioner submits his explanation or leave application in accordance with the employee leave rules. The main reason for the non-drawal of salary was the unauthorized absence on the part of the petitioner. Therefore, requested to dismiss the writ petition.
