challenging the same, he filed revision petition and the same was disposed of on 16.06.2020; the revisional authority, while setting aside the determination order dated 30.07.2018, directed the petitioner to pay Rs.20.00 lakhs; aggrieved thereby, he filed W.P.No.12574 of 2020 which was disposed of on 24.08.2020 directing the petitioner to pay Rs.20.00 lakhs in 8 equal monthly instalments commencing from September, 2020 payable on or before 10th of every month; after paying two instalments, he approached respondent No.3 to permit him to do quarry operations and issue dispatch permits but the dispatch permits were refused stating that he should pay the advance dead rent dues with interest, even for the nonoperated period from 2018-2020, which is contrary to circular memo issued by the Government of India dated 09.10.2001, wherein it was stated that the State Governments and Directors of the Mines and Geology were directed not to collect any dead rents from the lease holders when they are not in possession over the leased areas. While so, the impugned demand notice dated 08.07.2020 was issued demanding seigniorage fee and interest amounting to Rs.6,24,535/-. Challenging the items at Sl.Nos.2 and 3 in the demand notice, the present Writ Petition is filed.
