It is the case of the petitioner that he was working as Senior Assistant in Primary Health Center of Molakalcheruvu. Respondent No.4/ District Medical and Health Officer levelled false allegations against him for misappropriation of NHM and HDS funds to a tune of Rs.10.90 lakhs by forging signature of the Medical Officer. Charge memo was not served to the petitioner and he is no way concerned with the alleged misappropriation. As a result of the false allegations, he suffered mental agony and also suffering from Diabetes and Hypertension, could not attend duty, the Doctor advised him to take rest from 01.03.2020 to 02.06.2020. On submission of Medical certificate, the petitioner was posted in the office of respondent No.5. In the said posting order, it was observed that not to entrust financial matter to him. While the matter stood thus, respondent No.4/District Medical and Health Officer submitted his report to respondent No.3/Regional Director for necessary action. Without examining as to whether the charge memo was served to the petitioner, respondent No.3 suspended the petitioner from his service as Senior Assistant from the office of respondent No.5 vide proceedings Rc.No.396/C2/2020 dated 18.06.2020.
