The case of the petitioners is that they are working as Language Pandits (Telugu) Grade-II and are eligible for promotion to the post of School Assistant (Telugu); the Government has upgraded 10224 posts of Language Pandits as School Assistants (Language) and 2603 posts of Physical Education Techers as School Assistants (Physical Education) in order to improve the education standards vide G.O.Ms.No.91, dated 17.12.2018 and directed the concerned appointing authorities to fill up the above posts through promotion only; the Government, vide G.O.Ms.No.77, dated 30.10.2019, accorded permission to fill up the posts of upgradation of Language Pandits and PETs etc; the third respondent has conducted promotion counselling in the month of November 2019 and filled up only 514 upgraded posts of School Assistants (Telugu), even though 651 posts are required to be filled up; the petitioners made a representation dated 07.11.2019 to the respondents requesting to fill up all the allocated vacancies, but so far no action has been taken, hence they filed the present Writ Petition.
