Heard learned counsel appearing on behalf of the petitioner and Shri Sanjay Sarin, learned Additional Chief Standing Counsel for the State.

In the present case, after the petitioner had filed his reply, no date for personal hearing was granted to the petitioner.

In light of the same, the principles of natural justice have been violated.

Accordingly, the impugned order dated 30.12.2025 is quashed and set aside with a direction upon the respondent authorities to grant personal hearing to the petitioner and thereafter pass a reasoned order in accordance with law.

With the above directions, the writ petition is disposed of.
