Heard Sri Pankaj Sharma, learned counsel for the petitioner, learned Standing Counsel for the State respondent nos.1 to 5 and Sri Achal Singh, learned counsel for the respondent no.6.

It is contended by the counsel for the petitioners that in Gram Panchayat Mau Gurdari, Development Block Manikpur, District Chitrakoot, there already exists a building constructed by the earlier Pradhan in 2001-02 in which present fair price shop is running. He further contends that the present Gram Pradhan is raising a new construction adjacent to his house under the Annapurna Bhawan Scheme for distribution of essential commodities through the fair price shop of concerned gram panchayat. It is submitted that several villagers have made a complaint on oath to the District Magistrate, Chitrakoot stating that old construction from where the fair price shop is running is in good condition, therefore, there is no necessity of a new building under the Annapurna Bhawan Scheme. The petitioners have also made complaint to the Commissioner, Chitrakoot Dham, Banda Region, Banda on 19.01.2026 and a copy of which has been sent to the District Magistrate, Chitrakoot for necessary action but till date nothing has been done.
