The present petition has been preferred seeking a direction to respondent no.2 to conduct and conclude a proper inquiry within a stipulated time frame, in accordance with law. The petitioner claims to be the complainant and has approached this Court alleging inaction on the part of the authorities concerned despite submission of a duly instituted complaint requiring inquiry.

Learned counsel for the petitioner submits that although an Inquiry Officer has already been appointed by the competent authority, no meaningful progress has been made in the inquiry proceedings. It is further submitted that the inaction on the part of the concerned authorities is causing undue delay and prejudice to the petitioner, and the very purpose of instituting the inquiry is being frustrated.

The matter requires consideration.

Learned Standing Counsel and learned counsel for the respondent no.5 are directed to file counter affidavit in response to the contentions raised in the instant petition within four week. Rejoinder affidavit, if any, may be filed within one week thereafter.
