Heard learned counsel for the petitioner, learned Standing Counsel for the State-respondents, Mr. Avneesh Tripathi, learned counsel for the respondent nos.2&3 and perused the records.

The present writ petition has been filed with a prayer to direct respondent No. 3 to address the petitioner's grievance and take a decision on the petitioner's complaint letter/representation dated 06.07.2026 and 07.07.2026.

At the very outset, Mr. Avneesh Tripathi, learned counsel for the respondent nos.2&3 submits that the present petition, filed at the behest of the petitioner, is not maintainable, as the petitioner is merely a complainant and has no locus standi, not being an aggrieved party.
