1. Heard the learned counsel for the petitioner and the learned Standing Counsel who appears on behalf of the State-respondent nos.1 and 2 and Shri Ratnesh Chandra, who appears on behalf of the Opposite party no.3 LDA.
2. This petition has been filed by the petitioner for the following main prayers:-
"i) Issue a writ, order or direction in the nature of mandamus, commanding / directing the opposite parties, more specifically the opposite parties no. 1 and 3 to look into the matter as per what reason the opposite party no. 3 has not considered genuine grievance of the petitioner; and.
ii) Issue a writ, order or direction in the nature of mandamus, commanding / directing the more opposite parties, specifically the opposite party no. 3 to consider genuine grievance of the petitioner so far relates for providing possession of the land in question on the basis of the land allotted in the scheme launched by opposite party no. 3 in the name of Nehru Enclave Yojana or on the basis of agreement / terms and conditions, which were existing earlier at the time of allotment was made in favour of petitioner's father for the scheme known as Nehru Enclave Yojana; and

iii) Allow the writ petition with costs along with compensatory cost for illegal harassment of opposite party no. 3 due to which mental agony caused to the petitioner; and
iv) Issue any other writ, order or direction which this Hon'ble Court may deem fit and proper in the facts and circumstances of the case in favour of the petitioner against the opposite parties."
3. Let counter affidavit be filed by all the respondents within three weeks.
