Heard learned counsel for the petitioner and Shri Varun Pandey, learned counsel who appears for opposite party no.1 and 3 and learned Standing Counsel who appears for the opposite party no.2 and 4.

This writ petition has been filed with the following main prayers :-

"Issue a writ, order or direction in the nature of Mandamus commanding the Opposite parties, particularly opposite party no.3, i.e. Regional Passport Officer, Passport Bhawan, Vipin Khan, Intaunja, Lucknow to immediately decide the application for issuance of the passport (File No. LK3060618518824) and to issue passport in favour of the petitioner for the purpose of visiting to the petitioner abroad from India for earning his livelihood."

It has been submitted by the learned counsel for the petitioner that the respondent no.3 has issued a show cause notice on 12.02.2025 to the petitioner referring to a police verification report with regard to the case crime no.334 of 2022 under Section 13 of the Gambling Act PS Intaunja, District Lucknow.

It has been submitted that the petitioner had pleaded guilty and the Additional Chief Judicial Magistrate 8th, Court No,32, Lucknow by his order dated 09.3.2024 has imposed a fine of Rs.50/- upon the petitioner. The petitioner has paid the fine as directed by the learned Additional Chief Judicial Magistrate and no other criminal case is pending against the petitioner.

We find from the pleadings on record that the reply has been submitted by the petitioner to the show cause notice issued by Regional Passport Officer on 22.08.2025.

The Regional Passport Officer shall take reasoned decision on the reply of the
