Heard learned counsel for petitioner and learned State counsel for opposite parties.

The present petition has been filed with the following main reliefs:-

"(I). To issue a writ, order or direction in the nature of Mandamus commanding the respondent no.2, to consider grant of benefits of regularization including annual increments, financial upgradation, as per assured career progression scheme, as also promotion to the next higher posts from the date of 11.10.1990.

II. Issue a writ, order or direction in the nature of mandamus commanding the respondent to prepare and maintain the service book of the petitioner from 11.10.1990 onwards reflecting his uninterrupted service and leave records.

III. To issue a writ, order or direction in the nature of Mandamus commanding the Respondent Authorities to pay the arrears of salary of the petitioner for the earned/medical leaves, alongwith interest.

IV. To issue a writ, order or direction in the nature of Mandamus commanding the Respondent Authorities to consider the grant of benefit of old pension scheme to the petitioner after his superannuation, and to process his service records and retirement benefits accordingly."

Since consideration of petitioner's grievance would entail factual aspects, without entering into merits of the case, liberty is granted to petitioner to file a fresh representation before opposite party No.2 i.e. Inspector General, Stamp and Registration, Lucknow. In case such a representation is filed, the same shall be decided within period of eight weeks from the date a certified copy of this order is produced before the
