3. As per averments made in the writ petition, the petitioner is a resident of Tower 1, Flat 1101, Supreme Towers, Sector 99, Noida and a member of the Apartment Owners' Association. The petitioner alleges that he has in his favour a power of attorney from 38 residence of the Society authorizing him to espouse their cause as well. The petitioner alleges that election of the Managing Committee of the Society was held on 03.10.2021 and it was approved by the Deputy Registrar, Firms, Societies & Chits, Meerut on 13.12.2021. According to the petitioner, as there was an election dispute, the Deputy Registrar was not empowered to recognize the election and he should have referred the matter to the Prescribed Authority. Against the order of the Deputy Registrar, it is stated that Writ No. 711 of 2022 was filed before this Court by the Supreme Tower Apartment Owner's Association through its President Sri Shiv Ram Sharma, and the said writ petition is still pending. This Court, vide order dated 12.05.2022 directed the Sub-Divisional Magistrate to supervise the payment of bill of water, electricity, security and other essential services.
