practical examination shall be given the certificate to the said effect. Rule 14 of the said Rules provides that a list of approved candidates selected in terms of the provisions contained in Rule 12 shall be prepared with certain information/particulars such as, name of the candidates, candidate's father name, date of birth as per educational certificate, educational qualification, address and special remarks, if any. The said list to be prepared under Rule 14 has been described to be wait list. However, it appears that the phrase 'wait list' describes a list which, in fact, is the select list in view of the provisions contained in Rule 12. Rule 15 provides that on occurrence of vacancies against substantive posts the Executive Engineer shall make appointment from the list prepared under Rule 14 as far as possible. It further provides that appointment shall be made from the said list prepared under under Rule 14 in the seriatim in which the names of the selected candidates are listed in the said list. Sub rule 2 of Rule 15 empowers the Executive Engineers to make appointment in stopgap-arrangement on vacant posts as well from amongst those who are eligible to be appointed on permanent basis i.e. from amongst those whose names are included in the list prepared under Rule 14. Sub rule 3 of Rule 15 provides that in case of non-availability of approved candidates, the Executive Engineer can fill up the temporary vacancy or can make appointment/arrangement on stop-gap-arrangement from amongst those whose names do not find place in the wait list/select list prepared under Rule 14.
