Pursuant to the last order, learned Standing Counsel has produced written instructions received by him. Copy of the same has been marked as 'X' and retained on record.

Perusal of the written instructions reveals that the notice dated 15.01.2020 is claimed to have been served on the petitioner Jaihind Gupta on 16.01.2020. Photocopy of the receipt and service has also been placed on record as part of the written instructions.

Learned counsel for the petitioner disputes the service claimed by the State authorities.

Since factual dispute exists as to service of notice, interference claimed under Article 226 of the Constitution is declined.

Accordingly, the present writ petition is disposed of with a direction, in case the petitioner files an application before respondent no.2 to recall the order dated 24.01.2020 within a period of two weeks from today, the said application may be dealt with and decided by the said respondent on its own merit, as expeditiously as possible, preferably within a period of one month from the date of compliance being made by the petitioner.
