As per the allegations made in the first information report, when a programme named Chaalisawa was organized at the residence of the informant on 26th March, 2019 on account of death of her mother-in-law, the suspended Class IV employee of the Nagar Panchayat who is the accused applicant herein, namely, Mohd. Salim had also participated and at around 3:30 pm, he came to the informant and asked to take the suspension order back. It was when he approached and came nearer to the informant then she realized that the accused applicant was under influence of alcohol and, therefore, she refused to talk on this issue saying it was not appropriate time and he should come to office if he had any grievance. It is further alleged in the first information report that at 5:46 pm, on the same evening, he came again along with two persons and pointed at her a country made pistol and also abused her with casteist remarks and threatened her of life. Seeing this incident, people close to the informant came forward and at the same time the named accused person Mohd. Salim opened fire in air. The said incident has been, it is alleged, witnessed by the other residents of area, namely, Kashim and Pappu Kuraishi, who chased him
