On 27.2.2020 following order were passed:-

''Petitioner institution claims to be a recognized Sanskrit Institution, which has approached this Court with the grievance that though a Sanskrit Education Board has been established but the conduct of examination is left entirely to the institution concerned without any checks and balances being exercised by the State Authorities for conduct of fair examinations. It is stated that widespread manipulations are allowed to happen in such examination, which adversely affects the sanctity of the degree issued by such institutions.

In the facts and circumstances, it will be appropriate to permit the learned Standing Counsel to obtain instructions and apprise the Court as to what precautions are contemplated for maintaining sanctity of the examination process in such institutions.

Post as fresh on 6.3.2020."

Learned Standing counsel has obtained instruction from the District Inspector of Schools, Chitrakoot as per which examination centres have been established only in educational institution where provision of CCTV, voice recorder and router etc. are available. It is also stated that at the District Headquarter a control room/ monitoring cell has also been established and a team of officers has also been constituted to regularly visit different centres.

From the stand taken by the respondents it appears that the authorities are already conscious of the concern raised by the petitioner. It would, therefore, be appropriate to dispose of this petition with the direction upon respondent no.2 to examine the concern raised and to issue necessary directions for holding of fair examination in Sanskrit institutions so that sanctity of the examination process is maintained and instances of use of unfair means is curtailed. The Principal Secretary of the State shall also examine the issue and pass necessary orders in that regard. With the aforesaid observations and directions this petition stands disposed off.
