I have gone through the proceedings which have been passed on by the learned Standing Counsel. I do not find that there is yet any conciliation. The agreement dated 20.9.2019 was just a proposal by which a final agreement had to be arrived at.
The Deputy Labour Commission may look into the grievances of the petitioner and respondent nos.4 and 5 and thereafter come to a proper conclusion.
Since, there is yet no agreement, no useful purpose would be served by directing the Deputy Labour Commission to pass any order on the application dated 13.9.2020. The Authorities shall now make an effort to arrive at a conciliation and if the conciliation fails, they may get the dispute referred in accordance with law.
With these observations, the writ petition is disposed of.
