The factual matrix necessary to be noticed for adjudication of this appeal are that while in employment of Railway Protection Force as "Rakshak", father of the petitioner was dismissed from service on 18.04.1981. Prior to that, on 19.01.1981, he was said to be arrested in a case pertaining to theft. According to the petitioner, on acquittal by the trial Court from the charges for which he was tried, a representation then was given by her father to reinstate him in service, but the same was rejected on the count that an appeal was pending consideration against the judgment dated 21.05.1985 passed by the trial court. The appeal came to be dismissed on 18.04.2007. Late father of the petitioner then claimed for reinstatement in service, but of no consequence. Ultimately, he died on 10.01.2014. After death of her father, the present petitioner claimed appointment on compassionate grounds being ward of deceased Government servant. The same was rejected on the count that the ward of a dismissed Government servant is not entitled for such appointment. Aggrieved by the same, she preferred a petition for writ that came to be dismissed by the order dated 19.06.2020 on the count that no challenge was ever given to the order dated 18.04.1981 and further the petition for writ suffers from latches.
