Be that as it may, without entering into the merits of the claim made by the petitioner, the present petition is being disposed of with the direction to the District Magistrate, Rampur to expedite the proceeding of application of the petitioner dated 13.6.2017 and make an endeavour to decide the same, as expeditiously as possible, preferably within a period of three months after giving due notice and opportunity to all the parties concerned.
