This writ petition has been filed seeking a direction in the nature of mandamus commanding the respondent no.2 to decide the representation dated 8.9.2017 filed by the petitioner by a reasoned and speaking order within a stipulated period of time.
The present writ petition has been filed after 10 years of filing of the aforesaid representation before the authority concerned without giving any reasonable, plausible and sufficient explanation for the said inordinate delay. There was no justification for the petitioner to have waited for so long. The writ petition suffers from laches due to inordinate delay.
In view of the above, the present application is dismissed on the ground of delay and laches on the part of the applicant.
