Petitioner approached DIOS requesting for payment of salary whereupon an order dated 10.10.1994 was passed granting approval for payment of salary. Thereafter a new incumbent took charge of DIOS in July, 1995 and he stopped salary of petitioner vide order dated 28.09.1995 with further direction to Committee of Management for submission of record with regard to appointment of approval of petitioner.
